State Emergency Medical Services Chief (VT)

Job Description:

The State EMS Chief is principally responsible for management and development of the state emergency medical services system.  As leader of the state’s EMS administrative team, the chief oversees licensing, quality management, data, EMS education, and protocol development.  In addition, the chief serves as the primary liaison between the Department of Health and the State’s EMS agencies, stakeholder groups, and clinicians. 

The chief’s position combines administrative responsibilities with coalition building and strategic vision.  As the primary author of the state EMS strategic plan, the chief facilitates a collaborative process and engages key stakeholders including EMS, public safety, emergency preparedness, and public health. The chief represents the Department of Health through a wide array of committees, state organizations, and legislative activities.

A qualified candidate will possess the ability to engage team members and inspire stakeholders toward a collaborative vision.  Excellent candidates will combine an extensive work history in EMS with prior leadership experience.  Understanding of the challenges of rural EMS and experience working in a volunteer system are also favorable attributes.

Duties are performed under the supervision of the Director of Emergency Preparedness, Response, and Injury Prevention. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships, and results orientation.

Minimum Qualifications:

High school diploma or equivalent AND ten (10) years or more of experience at a professional level in a public health program or in public administration, INCLUDING at least two (2) years in program management AND two (2) years of supervisory experience.

OR

Two years of full-time college coursework or an associate’s degree in health, administration or human services field AND eight (8) years or more of experience at a professional level in a public health program or in public administration, INCLUDING at least two (2) years in program management AND two (2) years of supervisory experience.

OR

Bachelor’s degree in health, administration or human services field AND six (6) years or more of experience at a professional level in a public health program or in public administration, INCLUDING at least two (2) years in program management AND two (2) years of supervisory experience.

OR

Master’s degree in health, administration or human services field AND four (4) years or more of experience at a professional level in public health program or in public administration, INCLUDING at least two (2) years in program management AND two (2) years of supervisory experience.

Special Requirements:

Current licensure as an Emergency Medical Technician is required.

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Salary: $58,822-$92,248 annual
