The Statewide Trauma Program Manager at the Florida Department of Health plays a critical role in the Division of Emergency Preparedness and Community Support, specifically within the Bureau of Emergency Medical Oversight’s Trauma Section. This position is charged with the overarching management and strategic direction of the state’s trauma care system, ensuring its alignment with both state and national standards. The manager is responsible for leading the development, implementation, and continuous improvement of the trauma system, which includes coordination with trauma centers, pediatric trauma centers, and other key stakeholders. This role involves direct supervision of staff, including performance management, training, and ensuring compliance with departmental policies and procedures. The manager will also play a vital role in legislative policy analysis, budget oversight, and project management related to trauma care.

Furthermore, the Statewide Trauma Program Manager will have a significant focus on enhancing the quality of trauma care across the state through the development of policies, procedures, and standards that align with the Florida Trauma System Plan. This includes working closely with the state trauma medical director, planning team leads, and conducting quality assurance studies to ensure the effectiveness of trauma care delivery. The position requires active engagement in emergency preparedness activities, serving as an ESF-8 hospital liaison during disasters, and fostering professional relationships with local, state, regional, and national health partners to achieve the goals and objectives of the trauma program.

Required Knowledge, Skills, and Abilities:

The Statewide Trauma Program Manager position demands a unique blend knowledge, skills, and abilities to effectively oversee and enhance Florida’s trauma care system. Candidates must possess a comprehensive understanding of the statutory and regulatory framework governing trauma services in Florida, including a working knowledge of Chapter 401, F.S., and Chapter 395, F.S., which are pivotal in shaping the state’s trauma care delivery. Additionally, the role requires a dynamic leader who can navigate complex healthcare environments, foster collaborative relationships, and drive strategic initiatives to advance trauma care quality and accessibility across the state.

  •  Knowledge and Skills: Advanced knowledge of the Florida Trauma System, including familiarity with Chapter 395, F.S., and Chapter 401, F.S., which establish the framework for trauma care within the state. A strong background in customer service principles, strategic planning, and resource allocation are essential.
  • Analytical and Problem-Solving Abilities: The ability to analyze complex data, develop strategic recommendations, and solve problems effectively. Must be skilled in statistical analysis and interpreting data to inform decision-making and policy development.
  • Communication: Outstanding written and verbal communication skills are required, with the ability to articulate complex information clearly to a diverse audience, including healthcare professionals, legislators, and the general public.
  • Leadership and Teamwork: Demonstrated leadership ability with experience in supervising teams, managing projects, and working collaboratively with internal and external stakeholders. Must be able to work independently as well as part of a team to meet organizational goals.
  •  Policy and Procedure Development: Experience in developing, implementing, and evaluating policies and procedures related to trauma care. A working knowledge of the state trauma system and the ability to navigate legislative and regulatory processes to advance trauma system objectives.

Qualifications:

Preferred Educational and Professional Qualifications:

  • A minimum of 5 years in operations management, preferably in a trauma system, with a documented history of spearheading optimization projects.
  • Bachelor’s degree or equivalent
  • Valid driver’s license
  • At least 5 years of experience working in the Florida Department of Health or in a program management role, prehospital training/clinical performance improvement role, hospital trauma program is preferred.
  • Florida Certified Paramedic or Registered Nurse preferred.
  •  Master’s degree preferred.
