EMS Quality Management Specialist (TX)

Experience and Education

Licensed Paramedic, EMT-Paramedic, or Certified Flight Paramedic (FP-C) through TX DSHS. Associate’s degree in paramedic sciences, emergency medical services management, business or other related degree, or equivalent experience preferred.

Three (3) years of experience as a 911 system paramedic, flight or critical care transport paramedic. Five (5) years of experience preferred.

Job Summary

*    Performs audits of field personnel for Dallas Fire & Rescue to ensure care provided is within the standard of care and Clinical Practice Guidelines.

  • Coordinate clinical quality investigations.
  • Collaborating with Clinical Outcomes and Research Coordinators in the collection, analysis and validation of clinical data.
  • Participate in scenario and field evaluations, providing feedback and follow-up.
  • Evaluate credentialed clinical provider performance, provide feedback, and develop remediation plans, as necessary.
  • Assist in objective development of clinical improvement plans.
  • Collaborate with Medical Director(s), EMS leadership, and EMS educators to develop innovative educational programs designed to meet the needs of the EMS community based on QA/QI activities.
  • Provide on-call coverage for on-line Medical Direction.

Job Duties

The EMS Quality Management Specialist is responsible for developing and advancing the quality of clinical practice through the provision and coordination of the quality improvement and quality assurance activities of the Dallas Fire-Rescue EMS Bureau.

* Review patient care records and performs audits of field personnel to ensure care provided is within the standard of care and Clinical Practice Guidelines, including accuracy of medical records and appropriateness of clinical care.
* Coordinate clinical quality investigations.
* Collaborating with Clinical Outcomes and Research Coordinators in the collection, analysis and validation of clinical data.
* Participate in scenario and field evaluations, providing feedback and follow-up.
* Work closely with the medical Director or designee to develop continuing education programs that address issues identified through the QA/QI process.
* Evaluate credentialed clinical provider performance, provide feedback, and develop remediation plans, as necessary.
* Assist in objective development of clinical improvement plans.
* Collaborate with Medical Director(s), EMS leadership, and EMS educators to develop innovative educational programs designed to meet the needs of the EMS community based on QA/QI activities.
* Provide on-call coverage for on-line Medical Direction.
* Assist with other responsibilities and projects as assigned by the Medical Director or designee.

Knowledge, Skills & Abilities

* Knowledge EMS theory, practice, and trends.
* Knowledge of organizational structure, workflow, and operational procedures.
* Knowledge of competency based educational principles and methods.
* Knowledge of adult learning theory and methodologies.
* Knowledge and understanding of quality improvement and assurance processes.
* Familiarity with report writing and data query systems.
* Familiarity with basic computer applications, including Microsoft Office programs.
* Excellent communication and interpersonal skills.

Working Conditions

Work is performed primarily in office area.  Occasionally, may be exposed to confined areas, cold, hot, wet, or humid conditions with noise, vibration, mechanical or electrical equipment, moving objects, high places, fumes/odors, gasses, bodily fluids, and/or toxic conditions, similar to other EMS field personnel.  Will work alone or with and around others, requiring face-to-face verbal contact.
