The Volusia County government is seeking an Emergency Medical Services (EMS) Director to plan, organize and direct the day-to-day operations and business matters of the County’s Emergency Medical Services Division, ensuring that services provided are state-of-the-art and in compliance with all applicable laws, regulations, protocols and standards of care and quality. The ideal candidate will also be strategic, have the ability to work and plan beyond the immediate pressures, remain focused on long term goals and have a strong commitment to effectiveness and efficiency of Volusia County programs, processes and services.

In addition to the day-to-day operations of the EMS vision, the successful candidate will be expected to initiate and lead process improvement supporting implementation of technology, innovation, and quality assurance programs. Developing strong community relationships and partnerships with municipal fire departments and health care organizations are also key responsibilities of this position. This position reports to the Director of Public Protection.

**Position/incumbent assigned to this classification is at-will and serves at the pleasure of the County Manager.

Minimum Qualifications

Bachelor’s degree from an accredited college or university in Public Administration, Business Administration or related field.

Five (5) years of demonstrated executive level work experience in planning, directing and coordinating an emergency medical services transport operation. Having met the minimum requirements, the preferred candidate, will have ten (10) years of experience as a paramedic practitioner in an EMS transport agency with five (5) of those years in increasingly responsible supervisory or middle management positions in a dynamically deployed EMS transport agency

Candidate must possess:

  • A valid driver’s license and a valid Florida driver’s license within 30 days of appointment and maintain thereafter.
  • A State of Florida Paramedic certification within one (1) year of appointment.
  • Proof of completion of ICS-100 (G100), ICS-200 (G200), ICS-300 (G300), and ICS-400 (G400) upon appointment

Candidate must not be excluded from participating as a health care provider in insurance programs including, but not limited to, Medicare and Medicaid prior to and during employment at the County of Volusia.

NOTE: Candidates for this position must be nicotine/cotinine-free by time of appointment to including nicotine containing products used in tobacco replacement therapies and remain nicotine/cotinine-free on and off duty throughout employment.

NOTE: This position is mission essential and must be available for on call duty during emergency situations/activations.
